CIDA is the international aid arm of the Canadian government. It describes itself as the federal agency charged with planning and implementing most of Canada's development cooperation program in order to reduce poverty and to contribute to a more secure, equitable and prosperous world. In 2004 23.3% of the C$2.2 billion budget was allocated to the Middle East and Africa division.
CIDA funds projects with highly politicized NGOs, including Alternatives, BADIL, Doctors without Borders, Medical Aid for Palestinians, Medecins du Monde, the Mennonite Central Committee, Oxfam, Save the Children and World Vision.
