A controversy over foreign funding of NGOs that attack Israel – including a Palestinian group that publishes material glamorizing suicide bombers and promoting anti-Semitic libels – has been rekindled by a wide-ranging watchdog group report outlining German funding for such groups.

Titled “German Funding for Political Advocacy NGOs Active in the Arab-Israeli Conflict,” the report by NGO Monitor ([WEB] [PDF]) outlines what the authors describe as Germany’s government funding that “supports radical organizations that oppose peace, and promote demonization, biased boycott movements as part of political warfare, and in some cases blatant antisemitism.”

The report describes funding flowing to dozens and dozens of organizations, among them the Miftah organization that was criticized – including in testimony presented to Congress – for demonizing Israel. The report documents how, alongside the publication of literal blood libels, “Miftah’s publications accuse Israel of ‘massacre,’ ‘cultural genocide,’ ‘war crimes,’ and ‘apartheid.’”

The report documents several other groups receiving German funding, including one whose officials have been photographed waving the flags of terrorist organizations and another that officially advocates policies that would eliminate Israel as the nation-state of the Jewish people.

E.U. funding for such groups – which are criticized for simultaneously inciting anti-Israel activities while demanding international censure of the Jewish state – has geopolitical resonance. The E.U. has already been criticized by top Israeli officials, including Finance Minister Yair Lapid, for helping to “serve those most radical forces in Palestinian society.” The bloc’s approach risks complicating its efforts to be a major diplomatic player in mediating the Israeli-Arab conflict.
