As an intrinsic part of its internal and foreign policy, the European Union provides millions of euros to non-governmental organizations (NGOs) and civil society groups. As such, there is a growing debate within the EU and abroad regarding limitations and safeguards that should be in place to ensure funds are utilized to advance the values of the EU. The European Parliament is tasked with overseeing this highly complex process, and this event will be an opportunity to explore constructive ways to evaluate the impact of such funding. Building on the work already underway in the European Parliament, such as the recent studies “Democratic Accountability and Budgetary Control of Non-Governmental Organisations Funded by the EU Budget” and “Value for money: EU Programme funding in the field of democracy and rule of law,” questions regarding the measurability and evaluation of the impact of EU funding for NGOs will be at the center of the discussion.
