Analysis of EC Response on Funding for Political NGOs

The EU claims to fund projects that advance human rights, peace, tolerance, and confidence building measures, but the activities of many NGO grantees are inconsistent with these goals. The ECs NGO selection process and the evaluation criteria remain entirely hidden. Responding to NGO Monitors request under EU transparency regulations, the EC belatedly provided a CD of about 50 documents, from which most of the relevant information was deleted. Although the EC claims to fund projects and not organizations, EC funding can comprise as much as 75% of an NGO recipients entire budget.

UN-NGO Collaboration: The Ongoing Demonization of Israel

On June 8-10, 2009, the UN Committee on the Exercise of the Inalienable Rights of the Palestinian People held a conference in Jakarta, Indonesia. The program represented the Palestinian political agenda, and was a platform for the demonization of Israel. Speakers were from highly politicized NGOs, including Miftah and Ir Amim, and all represented a narrow section of the political spectrum. Miftah claimed suicide bombings [are] a symptom of a much bigger problem, and Ir Amim contributed to the anti-Israel exercise. Another NGO discussed the Palestinian struggle against Israels occupation, ethnic cleansing and institutionalized apartheid over 61 years.

EU-funded NGOs Promote the Palestinian Narrative in Jerusalem

Powerful political NGOs such as Ir Amim, BTselem, and ARIJ use foreign funding to advance agendas on Jerusalem that are in direct opposition to Israeli policies, thereby circumventing the democratic process on this highly sensitive issue. Two-thirds of Ir Amims annual budget comes from the EU and European governments. An EU position paper relied heavily on NGO reports. ARIJ baselessly accuses Israel of eras[ing] all trace of Palestinian existence in Jerusalem. BTselem asserts that Israel attempts to sustain the myth, that unified Jerusalem is the eternal capital of Israel.

ECs Partnerships for Peace 2007-8 NGO Grantees: Funding Conflict under the Faade of Peace

Many of the "civil society" organizations funded under the European Commissions Partnership for Peace Programme are active participants in the Durban strategy that exacerbates the conflict and promotes campaigns against Israel. Support for the tendentious activities of ARIJ, Ir Amim, Associazione Comunita Papa Giovanni XXIII, and Panorama was renewed. Support for radical ICAHD was not renewed. ARIJ "aims at disseminating information on Israeli colonization." Funding for Ir Amim constitutes an attempt to manipulate Israeli democracy. Participants with Associazione Comunita Papa Giovanni XXIII use the rhetoric of "colonizing," "massacres," and "ghettoizing."

Partnerships for Peace? An Analysis of the European Commission's NGO funding under the PfP Program

Many of the "civil society" organizations funded under the ECs Partnership for Peace Programme (PfP) exacerbate the conflict and promote biased campaigns against Israel. Some NGOs use rhetoric that promotes the Palestinian narrative and demonization of Israel, including "apartheid," "state terrorism," "naqba," "colonization," and "ghettos." The prime activities of some EC-funded NGOs in this framework are focused on interfering with and manipulating Israeli democracy and politics. EC officials claim to receive professional evaluations of the impact of these projects, but such evaluations are not made available for review.
