As part of the “Durban Strategy” to isolate Israel, NGOs level accusations of systematic Israeli violations of Palestinian human rights. The NGO allegations are characterized by factual and legal distortions, in pursuit of an anti-human rights agenda.
On May 4 and May 5, 2019, Palestinian terror groups in Gaza fired over 600 rockets and mortars toward Israeli population centers, murdering four Israeli civilians. NGOs and NGO officials that claim to promote human rights have ignored the blatant Palestinian violations against Israeli civilians. Some have remained silent altogether, while others have focused exclusively on demonizing Israel for responding to the attacks.
Founded in 2002, Ecumenical Accompaniment Programme in Palestine and Israel (EAPPI) is the Geneva-based World Council of Churches’ (WCC) “flagship project” on the Arab-Israeli conflict. Despite marketing itself as a human rights and protection program, EAPPI places significant emphasis on political advocacy before, during, and after the trip.
On November 22, 2018, B'Tselem published a report that utilized a flawed methodology, minimized the context of violence and terror, belittled the human rights of Israeli civilians living in close proximity to the border, and ignored Hamas and other Palestinian terror groups’ incitement to violence against Israel.
On June 13, 2018, Human Rights Watch (HRW) issued a press statement accusing Israel of “apparent war crimes in Gaza” during the weekly Hamas-orchestrated violence along the border.
In contrast to the strong economic and diplomatic ties with Israel, many local non-governmental organizations (NGOs) in Latin America are active in promoting BDS (boycott, divestment, and sanctions), lawfare, and various other delegitimization campaigns against the State of Israel.
While Israeli NGO Breaking the Silence claims to primarily address Israeli audiences, its lobbying and advocacy efforts are geared toward international audiences and contribute to the delegitimization of Israel.
ICAHD was co-founded in 1997 by Jeff Halper; in 2015, the NGO was closed due to a court order. Halper continues to promote anti-Israel rhetoric, and support BDS campaigns.

NGOs have already begun to exploit the three significant anniversaries related to the Arab-Israeli conflict, which will be marked in 2017. NGO Monitor estimates that these efforts will intensify as the respective anniversaries draw near, and activists will use them to lend artificial urgency and resonance for their agendas.
