Prof. Steinberg's open letter to the Dutch Foreign Minister, Mr. Halbe Zijlstra.
This report analyzes the Human Rights and International Humanitarian Law Secretariat (the “Secretariat”), its funding to non-governmental organizations (NGOs), and their activities, as well as developments regarding the Secretariat’s management and funding. This report will further highlight legislation and funding reviews concerning government funding to NGOs that have been launched in Switzerland and Denmark.
The Human Rights and International Humanitarian Law Secretariat (Secretariat) – a joint funding mechanism of the governments of Switzerland, Denmark, Sweden, and the Netherlands – is suspending funding to the Women’s Affairs Technical Committee (WATC), after WATC participated in inaugurating a women’s center in the West Bank named after Dalal Mughrabi, a terrorist who murdered 38 Israeli civilians.
The Danish government announced that it was freezing all funds to NGOs via the IHL Secretariat, signalling a recognition of the lack of supervision and transparency throughout the NGO funding process.
