In addition to misrepresenting UN General Assembly Resolution 194, which does not mandate a wholesale "right of return" as alleged, the NGOs completely disregard the Jewish refugees from Arab countries who were driven from their homes following the establishment of the State of Israel.
NGOs have developed a strategy to discredit the Israeli justice system and to falsely paint Israel as an anti-democratic state. The strategy has encompassed specifically targeting the Israeli Supreme Court.
NGOs ignore the arrest of Palestinian blogger Waleed Hasayin on charges of expressing blasphemous opinions. HRW finally released a statement one month after the arrest.
On July 13 and 14, 2010, Israel was reviewed by the United Nations Human Rights Committee as part of its periodic review of country compliance with the International Covenant on Civil and Political Rights. To highlight the activity of NGOs in furthering the delegitimization of Israel within UN frameworks, in contrast to upholding the norms of universal human rights, NGO Monitor submitted its own report to the Committee.
The exploitation of international legal rhetoric has become a major weapon in the political war to delegitimize Israeli responses to attacks on its civilian population. By couching political attacks in legal terms, NGOs seek to create a veneer of credibility and expertise, thereby increasing international pressure against Israel.
