European governments directly and indirectly provide upwards of $125 million annually to political advocacy NGOs active in the Arab-Israeli conflict. In turn, these NGOs inform EU policy, to the detriment of European policy-making. Many of the funding processes are secretive, lacking transparency and accountability.
The Swedish Swedish government indirectly funds a Swedish NGO, the Palestinian Solidarity Movement (PSM) of Sweden. Some of this money is used specifically to influenc[e] Swedish foreign policy. PSM is also an active promoter of BDS campaigns.
German government-funded EVZ Foundation provides support for German and Arab-Israeli student programs that incite Israel-hatred and that hosted Hajo Meyer, a Holocaust survivor and prominent anti-Israel activist.
In sharp contrast to Dutch government policy, direct and indirect funding supports NGOs that are active in BDS campaigns. In their response to this report, the Dutch Foreign Minister and State-Secretary of Foreign Affairs indicated that failure to end these activities may result in a cessation of funding.
ICCO and Cordaid, which receive millions of euros from the Dutch government, fund some of the most radical NGOs active in the Arab-Israeli conflict - including groups that are active in anti-Israel BDS.
Many of the grantees actively oppose the compromises necessary for a peace agreement, and engage in anti-Israel campaigns such as BDS (boycotts, divestment, and sanctions) and legal cases against Israeli officials and businesses.
In recent years, the British government has ended funding for a number of Israeli political advocacy NGOs, but it still supports Breaking the Silence, BTselem, and others. UK funding also goes to pro-BDS groups.
NGO Monitor research prompts Dutch FM to say, I will look into the matter personally. If it appears thatICCO does fund [Electronic Intifada], it will have a serious problem with me.
