On December 16, 2021, the UN OCHA-oPt released its Humanitarian Response Plan exploiting the humanitarian label to advance legal attacks against Israel (“lawfare”) and to channel funds to NGOs with links to the Popular Front for the Liberation of Palestine (PFLP) terror group.
In August 2021-January 2022, the United Nations’ "oPt Humanitarian Fund," managed by the Office for the Coordination of Humanitarian Affairs (UN OCHA), is providing $194,255 to explicitly aid Palestinian NGOs in exploiting international legal frameworks to demonize Israel.
The Israel, West Bank, and Gaza branch of the UN’s Office for the Coordination of Humanitarian Affairs (OCHA-oPt) executes the UN’s regional humanitarian response plan, facilitating and providing donations to dozens of non-governmental organizations (NGOs). As opposed to other OCHA branches around the world, OCHA-oPt prioritizes one-sided political advocacy in place of traditional humanitarian assistance.
Until the UN system at large, and OCHA-oPt and UNICEF Palestine specifically, cease their engagement with terror-linked actors, lawmakers and diplomats should institute appropriate measures to safeguard taxpayer money.

According to the report the “response plan” from UN-OCHA includes projects with terror-linked NGOs, as well as for non-emergency advocacy.
In May 2020, Oxfam released a “briefing note” on “Violence and impunity in the West Bank during the COVID-19 pandemic.” In reality, Oxfam took pre-existing, misleading, distorted, outdated, and sloppy research, and artificially relabeled it “COVID-19 and annexation” in order to push a BDS (boycotts, divestment, and sanctions) agenda.
