PFLP Network

NGO Monitor research has uncovered that the Popular Front for the Liberation of Palestine (PFLP) – an internationally designated terrorist organization – has substantial ties to at a number European-funded Palestinian NGOs. Research shows that, in some cases, the NGOs were founded by the PFLP itself. In others, PFLP members serve as staff, on the boards, and in key decision making and financial roles at the NGOs. These include Addameer, Al-Dameer, Defense for Children International – Palestine (DCI-P), Health Work Committees (HWC), Palestinian Center for Human Rights (PCHR), Palestinian NGO Network (PNGO), Samidoun, Union of Agricultural Work Committees (UAWC), Union of Health Work Committees (UHWC), and Union of Palestinian Women Committees (UPWC).

Union of Agricultural Work Committees' Ties to the PFLP Terror Group

Numerous UAWC staff members, founders, board members, general assembly members, and senior staff members have ties to the PFLP terror group. UAWC is identified by Fatah as an official Popular Front for the Liberation of Palestine (PFLP) “affiliate” and by a USAID-engaged audit as the “agricultural arm” of the PFLP. According to academic scholar Glenn E. Robinson, UAWC was founded in 1986 by “agronomists loosely affiliated with the PFLP.”

Addameer’s Ties to the PFLP Terrorist Group

Several of Addameer’s current and former employees, as well as lawyers that work for Addameer, have links to the PFLP. As an organization, Addameer regularly provides legal assistance to Palestinians accused by Israel of PFLP membership or activity on behalf of the terror group, such as PFLP General-Secretary Ahmed Sa’adat.

In 2018-2021, the World Bank funded a $17 million project managed by an anti-peace Palestinian group, NGO Development Center. The project lists several NGO grantees that, according to the available evidence, have links to the Popular Front for the Liberation of Palestine (PFLP) and Hamas, which is designated as a terror group by the US, the EU, Canada, and Israel.
